Something like each seat held by a province with non-accepted culture makes it easier for that culture to become accepted, increasing the effective 'population' of that culture, or reducing the threshold needed for that culture to become accepted. It makes sense given that there is already a Parliament debate about granting a seat to a province that has a minority culture.
On a barely related note, in the tooltips for reducing war exhaustion and boosting stability, the cost increase modifier for each awarded seat in Parliament should be condensed into a single line, instead of one line for each province. I made my Ottoman Empire spanning from Greece to China a Constitutional Monarchy, and those tooltips became completely useless and unreadable once I had assigned out all the necessary seats in Parliament.
