I've been for the last 15 minutes trying to figure out why I was unable to give land to a foreign member of my dynasty, before realizing it's not in the game. Maybe I'm missing something, but this seems incredibly strange to me. With CK3, it seems fairly obvious that Paradox is trying to reduce blobbing, with mechanics such as vassals of the same dynasty not granting renown. Giving land to someone else seems an obvious way to help with this.

Right now I hold a bunch of land in Spain that I absolutely do not want, but I don't want to make them independent, because that's basically handing the muslims a bunch of land. So why can't I give it to the king of Asturia, who is a member of my dynasty? I can understand that maybe it will make my vassals unhappy with me, because I am essentialy forcing them into a vassal relationship with another ruler, but I would at least want the option.

An immersive way of handling this would be for the lands to be attached to a dowry.

A workaround would be to do the reverse of the marriage game so that land ends up in the hands of the other realm.

What the OP is suggesting is a two-part mechanic that has edited out all the agency:

Instead of:
1) a character can offer a title to an independent ruler
2) then, an independent ruler can accept or decline the title offer

simply becomes:

3) independent rulers must accept all title offers

This treats independent rulers on par with courtiers who must accept the titles a liege gives them.

I agree with others above. This needs to have a "diplomatic" element (such as marriage or dowries), where the character has agency, allowing them to reject the title. Numerous people have taken issue with "getting" lands they don't want because vassals fight offensive wars. This would bypass that entirely and let foreigners give people titles they don't want.
