Is it possible to grant the Dominion title to some regions of your empire or is it only the UK that has that power through events with Canada and Australia ?

Try Southern Virginia...in Tidewater, there were all of two competitive elections for the state legislature...both for the state House of Delegates. Maybe there was a third, but the point remains. And not a single incumbent lost down here, either. Not to mention that I live in a precinct that goes 4:1 Republican most of the time, in a county that goes Democratic once in a hell-freezing.
On another topic, how is Reconstruction handled? Seems to be a bit quirky as to statehood.

Resource transportation is not in the game, so you can ship coal and iron to that colony to feed the steel mills you just factory-built.
When you have claimed a colony, you'll see a button "grant statehood" in the lower part of state view. Clicking there if it isn't greyed out grants statehood. You'll have to ask somebody else than me or Jeno to find out about the requirements, though.
I found it a no-brainer. Ofcourse, you have to have control of the whole state first, so there can be no smaller provinces occupied by someone other than you.
EDIT - I belive same continent and ethnicity has something to do with it, it said in the manual.
You can grant it if it is on the same continent as your capital or if it has a province where your culture is the marjority.
