What's the trade-off?

Crime, education, etc. are more expensive, I believe.

It will raise your costs for the pops there. ie, literacy, crimefighting, social spending etc.

But I sympathize with you. I live in a heavily Democratic county where my vote is meaningless in all but a presidential or senate election.

IIRC you can't build facturies in colonies if you don't grant them statehood ,so that' less workforce for you.

Yes, thats a whole region of several provinces. It's really not that confusing, you'll get used to it methinks.



Also, you can only grant it if it meets certain conditions, i.e. same continent or nationality...forget what all it is...
