Can we have the ability to toggle off various DLC features without having to toggle off the DLCs themselves?

Toggling off a DLC to avoid 1-2 mechanics means miss out on the other mechanics introduced by the DLC.

Example:
I want to disable Pillage Development, but if I disable Leviathan, I miss out on the improved Favors mechanics.

I've long wanted to disable improving development in the provinces, but do not want to disable the DLC granting it.

That would create a game-balance issue, at least in the mind of the devs, since you could customize the game rules around your current playthrough. For example, in vanilla, the League wars are not enabled, so you can be elected as Holy Roman Emperor as Orthodox or Hussite because the HRE has no official religion.

I would just disable achievements than. similar to what CK II does and when playing non-ironman where at any second you can do almost anything you want. I don't see how disabling game breaking mega cities is worse for balance than having access to console commands.

That sounds like it could be handled with Mods, rather than game setting changes then.
