A few questions.
You have in your EUG file this on lines 34 to 39:

yes = all
top = { x = 24992 y = 2056 }
bottom = { x = 28344 y = 7056 } ### Removal of these

Is there any reason for these instructions? What part of the map by 'province' are you excluding?
You have in here lines 55 to 59:
rules = {
diplomacy = no
production = no
technology = no
}
Does this mean you DID NOT amend any DB files?
What changes did you make to the INC files located in the 'Grand Battle MOD' folder?
Are the changes mostly contained in these files:
event = "db\events\new troops\GER.txt"
event = "db\events\missions\Germany.txt"
Specifically did you make any map changes, that is to the 'province' db?
Just beginning to look, however I have found three INC files in EUG call list that do not match in the Grand Battle MOD folder. But before I test would like snake out as much of the obvious as possible.
Also, since there is not diplomacy, wars must be event triggered. In the EUG you have only one war so mentioned and its start date is identical to the Scenario Start date. Can this be staggered a week perhaps?
I think that is too much to put into motion on day one.
