Every planet must have a governor from local population, but with the possibility to appoint one with infuence cost. So, the building and issuing edicts will be avalible only on planets with appointed governors, while local ones will cause ethics divirgence and penalty to buildings output due to decentralisation and corruption.

They do it's just that they don't give a bonus. I would say it is stranger to have governor managing 30 planets or more I have in my one sector.

Yeah that has me scratching my head.

I actually limit my sectors to four planets as a house rule, also reading that the sector AI handles smaller numbers of planets better, so it isn't entirely a bad idea. But doesn't change the fact it's weird that a governor can either give one core planet a bonus, or potentially dozens of planets in a sector.

I just don't enjoy micromanaging my sectors that much. The smaller I make them the more negative energy or mineral messages I have to deal with. I will use more then one with non connecting systems but I rarely do otherwise.

I get that, but for me, playing a game in a way that feels less immersive, is worse than needing a bit of extra micromanagement. Everyone's different.
