If I may speak up here, I think that if kingsword doesn't want to play the game only because he has to assign governors and doesn't like it, he's missing the big picture here. There is a mod somewhere that auto-assign them for you... If it's his only reason not to play, well, he's either lazy (for not looking for the mod) or stupid (for lacking a better reason not to play) or liar (because he has another reason he doesn't want to tell). The answer is yes, that governor assignment aspect has not changed, and the relative blandness of traits and skill is still there as well.
Well, sorry for being rude in my earlier post (although not as rude as Sheltonious, I think). I did not bash you question, but your comment made after. I didn't take the time to answer your question since Ericus1 did before me. Apart from the barbarian minors that still need some reworking/rethinking, I'd say you're right.
