Government Type Weights Question

I haven't had the opportunity to play 1.5/Utopia yet, but I've been reading the Wiki in anticipation, and I'm curious about how the various "government types" are now assigned. The Stellaris Wiki has a chart listing the various names and their requirements, as well as the weights & modifiers for each name to be assigned to my empire if I fulfill the requirements.

My question is this: what happens if there's a tie?

For instance, as of this writing, on the Stellaris Wiki "Government" page, it states that "Moral Democracy" and "Direct Democracy" each have a weight of 5 if I'm non-fanatic pacifist & materialist respectively, and have democratic authority. So...what if I'm BOTH pacifist and materialist, as well as either egalitarian or xenophile, and have no other modifying civics? According to the Wiki, both government types would have equal weights of 5. Would it then be up to 50/50 random chance which one is assigned to my empire? Would they cancel each other out and leave my empire a simple "Representative Democracy" (the default democratic authority type)?

I know it doesn't really matter much, and I could probably wait until I get the chance to explore empire creation in 1.5 to find out for myself, but I'm curious if anybody out there has tested this, or understands math and/or the game systems better than me. Also the flavor text of the different government types matters to me for RP purposes. ALSO, according to the Wiki, which of these government types gets assigned will determine which of my leaders can become ruler, which will affect gameplay.

It picks the same thing every time (in this case Moral Democracy).

The Spiritualist faction cares about the flavor text too and if its not Spiritualist flavor text they get mad. For my part, I only care about the flavor text from the rarer forms of government (Megacorporation, Assembly of Clans, Science Directorate, etc.).

Well, since Banks dropped I've been playing Spiritualist/Pacifist/Xenophile (or Egalitarian). I also have always done Agrarian Idyll, because that bonus Unity is huge in the early game. Every time, it says I'm a Moral Democracy. So I suspect that it looks at your civics to determine what category you belong to.
