Here is my idea.

Instead of having a government type, you instead choose options that determine what your government will be.

This is how it would work in practice.

Every one (western tech) starts out at level 1 in gov tech in a feudal monarchy. When you research level 2 you get to make a decision about the future of the country. The first choice could be something like, "reinstate the hearth tax" Option 1: +5% tax income, +1 revolt risk. Option 2: Let the people be merry!

So you would get to choose one of those. In the future though the choices that you make at the beginning can cause problems later on. Rebels might rise up to get rid of the hearth tax. Other decisions might be closed because of the path that you chose. Perhaps at some levels, a monarch with a high adm skill could pick a third option.

This would be for every tech level all the way up. It would add a lot to the game as you would be able to customize your nation as you are playing it. It also allows for a lot of flavour as you can make your nation very imperialistic with the choices, or very pacifistic, tyrannical or whatever floats your boat. I think it would be a great addition to the game. What do you guys think?
