One thing I think that would both make each government feel more unique as well as make sectors more interesting would be to make each government type have it's own type of Sectors.


Theocracies (Devine Mandate?) might have a Bishop like system with each planet getting a Priest leader and those leaders electing a High Priest based on ethics.

Monarchies meanwhile might have a dukedom system reminiscent of CK2 - Each dukedom can have its own armies but the kings fleet power is reduced to compensate. At war-time the king can levy troops from his Dukes.

More..Materalistic governments might be things like Mega Corporations, etc.

Had ideas about this previously, but the amount of work on mechanics is likely to be immense unless the mechanics modeling each time could be generalised into broad groups. Having specific mechanics for every government type would be almost prohibitively time consuming to code.

That being said, I think a compromise of broad mechanics for each of the government groups (autocracy - plutocracy - democracy) could work, with flavor text differentiating govs in those groups.
