And how is this different from adding changing development into the base game? Why weren't you up in arms about that?
I dont see why its same thing? There is no alternative that paradox has to do for that mechanic
in this case they have to make up 2 diffrent mechanics
just after your comment paradox himselfs corrects me!
It was removed because I personally thought it was way too limiting to work with from a design stand point.

And considering the cost that was done originally to support two systems, it should never have been made paid in the first place if i had been the GD.

also I am not angry I am actually courging them for fixing a stupid mistake
but... I am also dissappointed because they did such mistake

It's different than Estates
Estates were added at some point, long after the release and due to their nature, could very well remain a DLC feature.
Government Reforms had an obvious potential for future development, but was placed in a DLC despite that. It plays with so many other systems that it couldn't possibly be thought to be a feature that will be paid, until it was decided to be like that.
Estates and Governemnt Reforms both sold their DLCs and became free, but Government Reforms shouldn't be in a DLC in the first place.

I strongly disagree with this. The game's internal dynamics should be built around estates, similar to how Vicky 2 was built largely around pops. Reforming the government should be done through interaction with the estates.

It was a stupid decision to have it paywalled in the first place, especially to an Indian focused dlc, which in hindsight should have been an immersion pack.

However, I'm happy that they now made it a free feature, assuming that means they keep working with it, this could be seen as an indication that the rumor spreading like wildfire on the forums and groups about the near end of euiv is in fact just rumors.

Anyway I hope they create some content to compensate us Dharma owners, like they usually do (cossack gov for cossack owners after estates became free), does not need to be same value class as government reforms but anyway something should be considered
