Would do you think about extra positions for leaders like council in ck2 or ministers in hoi? Having governors and admirals/generals provide empire-wide effects as ministers of economy or war instead of having only a local effect. Scientists already can do it by being assigned as lead scientists and i think it will be more fun to have an ability to assign other leaders as important statesmen on a federal level.

They should have these instead of governors, planetary governors are a whole bunch of micro for little in game affect.

I like the idea of a council too. Internal politics are great if well implemented. The governor system is a little bit drab and doesn't really add much to gameplay in its current form.

I would really like the idea of having governors automatically appointed, but not provide a bonus to a single planet. This would remove the busywork of appointing governors but they would still be characters in your empire. They could tie into the Banks/Utopia faction system somehow. It would be really cool from an RP perspective if an eithically diverging planet's governor was tied to the ethics faction their planets pops are attracted to. The planet/sector then could get a bonus based on your ability to keep the faction happy in the 1.5 faction system, along with the unity bonus you get from maintaining relations with the faction.

What I dislike about governors is that you can't play a truly decentralized empire because all governors are appointed by you. Getting random governors to simulate local elections would be fun.

Posted awhile ago something like this.

How representative governments should have parliaments or whatever you wish to call them. The factions could put more direct demands of the leadership throught it.

Long story short, they could change policies etc and would have given the faction system teeth(the current one, no idea how good/bad utopia will be in that) and also added a political dynamic to factions

All I want is a single good reason to recruit Generals :C

With how much effect bombardment has on ground combat and how much game mechanics encourage swarm tactics (limited planetary garrison vs INFINITE NUMBER OF INVADING ARMIES), the quality of armies and their general plays no role. 30 naked assault armies attacking a fully bombarded planet vs 30 Gene Warriors decked out with attachments and generals attacking a fully bombarded planet... literally has the same effect. Generals, attachments, even high tier army units are pretty much just expensive status symbols. The planet will be taken and no losses will be sustained in either case, Gene Warriors led by a General will merely look better doing it my head RP.

But I'm going waaaaay off topic! I'm sorry!

I agree that Leaders should play a bigger role and there should be a lot more interaction with them, both domestically and diplomatically. It's not the focus of Banks and Utopia, but I hope in the future they will have more personality, presence and function, as opposed to being passive bonuses with a portrait.
