During the last 100 years of my last game rebellions occured all over the place, even in provinces that had 0% revolt risk. It is an event that continually happens over and over and over. Is there anything I can do to shut that event down? It is annoying as hell. I am trying to handle the HRE over here and you want me to go squish these 5 regiment mobs all over the world for 100 years?

I thought it was just Venice, a nation related event, but sure enough, it is happening as Spain now as well. I am not neg stability and have court houses all over the place, neither of these seem to have any effect. Ruler is 3-2-4, not the best, but not the worst.

If you hover over the percentage of revolt risk, it should give you a breakdown on whats causing it. You should check that first to see if it gives a clue.

Then look up the event name on the EU4 wikia (or the event ID in the game files if you can) to see what causes it to fire and see if you can fix it.

In the future, actually naming the event might help getting meaningful answers, but I'll assume you're talking about events spawning rebels in the new world (since that fits the time frame).

That is meant to happen, and not particularly interesting, but the only way within the current mechanics to give things like the USA a reasonable chance to show up in a game. With the next patch giving more independent colonies, it should make the transition a lot more natural.

Like I said, there is no revolt risk. Pop up windows make the rebels spawn, not any revolt risk in provinces.

The event name is the title of the pop up dialog?
I also don't see any way of searching event on http://www.eu4wiki.com/Europa_Universalis_4_Wiki. Do you have a link?

The title is clearly 'Governmental Incompetence' !

One thing to notice it that it basically says it cannot fire if you have the Country Modifier "Disorder" and that if you pick Option 2 in the event you get that Country Modifier (so it can't fire anymore).

It also gives info on what makes it fire in the first place, which is the Liberalism modifier, which you can get rid of by being at Stability 1 or higher while having no active rebels around and has a MTTH of 48 months to end.

I raised my stability to 3 and let it sit at 3 for more than 50 years and it is still firing, even with all the rebels squished. I think that part is bugged.
I finally chose option 2 and that seems to be the _only_ way_ to get rid of it.
