Pretty simple, just something I've always wondered...

Any time Ukraine pops up, they form as a Tribal Despotism, or Tribal (whatever else). Is there a reason for this? Not a gamebreaker, but it certainly hurts them, and it doesn't seem right that when Lithuania breaks down, Smolensk and Pskov can rise to prominence, but not Ukraine.

I've also been curious about this. I've tried looking in the history files and country files, but I haven't found anything that would determine the government of a newly-emerged country.

I think Ukraine is a tribal government by default in the history files, but I don't if that matters. Maybe if a country hasn't existed yet, it defaults to its history file government if it declares independence on its own?

Nope, doesn't happen. In a crazy campaign I am currently playing as a Reformed France, I made major inroads in Eastern Europe. I conquered the Crimea, Ruthenia, and the modern day southern Poland and Northern Ukraine areas. I rebuilt the area, converted them, and decided to release them as vassals as the revolt risk was becoming too much of a pain. They became apart of the Reformed faith; however, they were still Tribal Despotism while my government was Revolutionary Republic. I had to break the vassalage off, declare war, and vassalize via peace to change their government.

I also have to say, I am looking for how to fix this as I want to play a Ukraine game (as I am part Ukrainian and want to play a game where Ukraine becomes a massive power and have a power struggle against the Russians) without having to deal with the tribal element as such a state should not be even dealing with this quality. Anyone have a clue as to fix this in the code?

I've seen rebels form Ukraine as a monarchy. But then, I've seen them before as a tribal democracy, too. I think it has somewhat of a random factor, as sometimes when I release a nation it has my government type, and sometimes it has a default government type.

Ukraine should be a tribal nation. It's there to represent the many Ukrainian cossack liberation movements surely?
As far as I know this is the only form Ukrainian independence took during the EU3 time frame (but I am far from an expert on the area, still chances are this is how paradox reasoned as well when making the history file).

if they are tribal , and it is around 1500 they should be not that far from modernizing

i don't care if they westernize ... (but i loaded as them , with their sliders they will fall in tech ... as long as they assist me in wars they'll do their job)
well i'll just edit them do despotic monarchy , i think an emperor should give the power to some man and not some tribe system ^^
with the 8 provinces i gave them (with few cores) i expect them to at least hold their lines the time my armies arrive to the front lines

In my current game the Protestant reformation started in Ukraine. I think I force converted them to catholic before hand. But they are still ruled by a tribal despotism. Kinda strange.
