Does anybody know how Governments are going to work in HOI4 or even if they exist at all?

I was wondering because if I was to play as Poland and then get defeated, can I organise an underground ristance to harasse the Yermans and possibly rise up against them sort of like the Warsaw ghetto uprising?

Is a valid question, many occupied countries had overseas territory that xould nanage.... Belgium had belgium colony in africa, netherlands the dutch east india and inslands at carbbean....

France and poland are special cases however.

France besisdes its colonies forms the vichy and the free france.
Poland had no overseas territory, but they created thr very organized and effective polish underground government, which i think it's relevant enough to be in the game, if not ob the release, maybe an DLC

I recall the devs saying that poland and france may have some special mechanics while in exile, dont know what that means tho. We know for sure that there are no regular uprisings as in "whack-a-rebell" mechanics tho, but they will spread and destroy factories and infrastructure etc. You can of course liberate nations from their occupants like in HoI III. If you are in an faction you cant be annexed untill the war leader (like the UK) surrenders, which triggers the peacedeal. If you arent in an faction however, if you surrender you can be annexed and are completly defeated, untill someone releases your nation again after defeating them.
