I had a conquer war goal on Vichy France (they do not have any mainland France). I took about half of Northern Africa, and then it said I enforced conquer and it gave me all of Vichy France as Italy
Then when I zoomed out I crashed
So I reloaded the auto save of the month, and this time when they surrendered it formed a government in exile.
Why is this? What caused it to for, a government in exile here?
Again, I declared war on Vichy France as a neutral, with war goal conquer.
