Will a government which is in a faction always go into exile? I am NatChi trying to get Japan to fall without a GiE occurring, but no luck. They keep some of the Pacific holdings as well, so their navy ends up free to raid my convoys. I was hoping beating Japan would end that.

Also, what would happen if I entered the Axis? Would the war between me and them stop?

Random chance between exile and surrender, but GiE seems to happen more often than not. Not sure if it changes the odds if you're not in a faction.

Having two nations in the same faction who are at war really messes up the game, essentially they end up embargoing each other, then some will fight while others won't. It won't stop your current war.

Agree with Kovax, but I will mention that, at least supposedly, the speed at which a nation is conquered also plays some sort of factor into how likely they are to GiE on you. Now, I don't know if that's true or not - it would be hard to determine since it's a random chance to begin with, but that may be something to consider.

I always thought government in exile was somehow related to whether the conquered government had any Theater level HQ alive when they surrendered. At least, the one game where a non-Allied Greece went into exile (a major pain, btw), the Greece Theater unit survived. It's difficult to see if the theater unit has any bearing on the government going into exile or not, as most of the time minor countries tend to join the Allies pretty early on, and being in a faction seems to increase the chances of exile. France and the Netherlands routinely goes into exile, but frequently both surrender before that last unit is killed. My guess -- the Theater level leader is the highest ranking official and tries to reform the government. At least from that aspect, it makes some sense to me.

It certainly makes sense that the chances for exile would be keyed to the date of surrender. It would probably be easy to code.

But it wouldn't surprise me if the game had several elements (faction membership, date of defeat, and surviving units / leaders) affecting the chance of going into exile. Or the defeated nations political relations with other countries. It is so difficult to isolate factors when a random number is involved.

A unit not in a faction or alliance that has its surrender bar pushed beyond its National Unity limits will surrender, and I've never seen it otherwise. A unit in a faction has a chance of its government going into exile in the faction leader's country, and will often surrender if/when that faction leader is defeated. A unit in an alliance also has a high chance of its heads of government relocating to its ally's country.

Whether any other factors play ANY role is debatable. I've not dug into the scripts, and I'm not sure if they're accessible, or else built into the .exe file of the game where they can't be read or changed. So far I've seen only circumstantial and inconclusive evidence that ANYTHING else affects that random decision, but enough of that to lead me to believe that it's quite possible.
