But this is a war game and as interesting as it would be, I think it would add an extra dimension to the game that isn't really needed.

Hmm I'm trying to think of a different way putting it...
In WW2 Adolph Hitler had a Darwinian attitude towards his cabinet he'd put two party members in what would essentially be the same position with the idea being that one would come out on top resulting in the more capable individual taking all.
It sort of worked, however the backstabbing would often cause terrible inefficiency along the way.
You could have that as an option as you create new position and drop people in them and depending on how you manage and arrange the government you will get different bonuses, benefits and problems

Or they ended up bickering for years, always trying to out do one another and putting considerable effort into the backstabbing you mention.

That might have been the justification, but a lot of totalitarian regimes create parallel command structures to prevent a unified threat from manifesting. Different military branches with seperate command structures answering to seperate people for instance. Waffen-SS could be a good example within this timeframe. Another example could be Saddam Husseins Republican Guard.

Agreed. Mugabe comes to mind as a present example.

Democracies move around departments and have clashes as well, before the war counter intelligence was put largely in the hands of special branch then moved to MI5 as the war progressed.

In Nazi Germany's case at least, this was what happened more often. Just finished Richard J. Evans' "The Third Reich in Power", and he's of the opinion (with considerable supporting evidence) that such conflicts were the most important single inherent problem with the Nazi hierarchy.

If this isn't possible for the main game could we see an expansion that includes a focus on the workings of Government?
I mean, the more I've looked into it, the more realise the era of feudalism never really ended it was just replaced with a more advanced form of government based on Departments, Agencies, Ministries and Corporation basically doing the same thing an a more efficient fashion.
