Government doesn't fall

Hello,
I have been playing AoN since 1 week, good mod. But I had a problem yesterday. I was playing ottoman empire and had been reduced to 4 provinces (a really bad start, some big mistakes and in the end got bored). Soon I had revolt in all of the provinces and rebels took control of the cities, including the capital. I started waiting for my government to fall. It didn't happen. Three provinces joined my neighbours but rebels were still controling my capital. Does goventment falling option exist in AON? I didn't have something like this in other mods.
And also ottomans can't see Awhaz. IIRC it's province number is 532. It should be known to them. I am sorry if this was mentioned before.

I haven't had that happen before to me, however usually I never put myself in a position where my government can fall. I keep a large standing army even in peace time. Anyway, this sounds like a serious problem.

I tried to kill my country as Austria after losing to the Russians, and even if I controlled no provinces, the government still wouldn't collapse. Weird
