Basically, implement unique government buildings!
- City Hall, which grows in size with the total population and unlocks various interactions as a result of population x happiness milestones (simulating being voted in repeatedly and getting more governance leeway as a result); this could be used to gate districting, tax adjustments, loans, ect.
- City Courthouse, which is necessary to process criminals and route them to one of three places: city jail, state penitentiary (basically removing them from the map), or freedom. As population increases you can build more courthouses to handle more specific crimes (corporate crime, organized crime, etc. [although this last bit would require a massive overhaul of crime in general]) or simply expand the courthouse.
- Police Headquarters, a unique building that coordinates the individual police Districts and Precincts into certain districts, and allows for individualized funding levels, has specialized departments, but does not provide extra squad cars
- Same for Firemen
- Same for School Districts
- Specilized hospitals, such as Cardiac Centers, Free Clinics, University Hospitals, etc, which provide bonuses to certain sectors of the population and massively increase happiness and land value
- Federal (and State, for us Americans) buildings, which you do not pay to upkeep and which provide essential/beneficial services, such as FBI District Headquarters, etc
