We all know that when You have just a few planets, it is not a huge deal to switch governors to get that nice -10% building cost bonus and after issuing build order, switch back to science or food bonus governor.
The above applies to blocker removal cost reduction as well.

Things are quite different when Your empire acquires more worlds. More planets means more buildings that have to be build(and more blockers removed), it also means more sectors. That creates a management hell that only gets worse as Your empire grows.

The solution to the problem presented above could be a Government(democracy/oligarchy), Board of directors(megacorp), Council of advisors(star empire/dictatorship) etc. A Leader with building cost reduction trait who is assigned to be a minister would cause his bonus to apply empire wide. You get the point of this, yes?

Sector governors can still have +food, +science, -crime there is no problem with that.
Implementing this solves the ever-expanding governor micro hell.

Also, please bring back manual sector creation. Those stray systems with one planet are sad being out there all alone in the cold void of space.
