I took the One Vision ascension perk that, supposedly, boosts governing ethic attraction by 50% due to xenophiles spawning in my empire.

Without it, xenophile ethic attraction was 13%.
With it, it went down to whopping 11%

In both cases it was 3% when I was suppressing the faction. Gosh, I have thought that a frigging ascension perk with (supposedly) huge bonus of 50% would be a major impact on the ethic. Guess they missed a 0 there as a mere 50% doesn't do anything worth an entire ascension perk.

Using Fear Campaign had a bigger impact for heaven's sake!

What's worst is that I will be stuck with xenophiles forever. There is no 'change to governing faction or GET OUT OF MY EMPIRE button'. Only 'inconvenience them a bit for 1 influence per month' button.

We have resort planets, thrall worlds, and penal colonies. I think it's time for re-education planets.

It isn't an instant reduction. It just reduces the chance of any new pops joining the xenophile faction and gives currently xenophile pops more chance to switch away to another ethic.

Find a pop and hover over its ethic to see what the chances are for switching to another ethic.

Governing Ethics Attraction really is garbage though. Even having a total of 300% governing ethics attraction, with heart and mind and encourage political thought active to increase shift chance, it doesn't make too much of a difference. It should be significantly more potent than it actually is.

I think it is useless for another reason: there are only a few specific builds that make it actually useful. And for these builds, gov ethics attraction isn't even efficient enough. Which means that it's actually only interesting for empires that make use of numerous factions, so they can decide which ones to favour (to get a bit more influence) - it doesn't help suppressing opposing factions.

Boosting governing ethics attraction by 50% is not the same as reducing the attraction of another ethics by 50%. Purely mathmatically, if you have lots of different ethics in your empire, increasing the attraction to one by 50% is not going to reduce the others by that much.

Also, if the percentages you are refering to (13% and 11%) are the ones on the Faction screen, they are not ethics attraction. They are the percentage of your population in that faction. It changes slowly and not instantly, so it takes a while for a change to have a significant effect. Not being able to instantly get an entirely homogeneous empire is a deliberate design decision by the devs.

Overall i would disagree with how much of an effect it has. With One Vision i can get my empire up to 80-90% support for my Primary Ethics (about 50-60% without it) with no need for any suppression or edicts. That is a fairly nice boost.
