Hmm, as the Ottomans I can't become a democracy either. Full reforms, but I'm still a constitutional monarchy. Maybe when the party changes you get a democracy? Or is the only way to become a democracy is to have your people overthrow ya?

yes, or in other words, this is the best option to go democratic,

just leave those revolters in the capital, you can actually kill them if they go rampant troughout the nation,

In my Russia MP game, I enacted full suffrage and experienced no change to my government. Years later, I went from Right to Ban to Free Parties....Bam! Democracy.

It was quite odd having fulll suffrage and being a monarchy for over a decade.

Argentina is a one party "democracy" for most of the game. Whilst actually historical this does lead to some odd situations

Monarchy to Consist Monarchy

I'm playing Russia. I have univ. suffarge, non-socialist unions, meetings, free press and right to ban parties.

As I understand it, if i go to "free parties" I become a democracy. Is there anyway to become a constit. monarchy as Russia? If I enact the high cost reforms like min. wage will I become a constit. monarchy?
