Your country's state religion might change, the stats of your monarch decrese, I think your VP also decrease, all the provinces that can declare independence and that are controlled by rebels, declare independence. Those are the ones I can remenber, but there migth be more.

Also all provinces held by foreign powers that you're warring with become theirs, and you go to peace with them. That really hurts...

I first learned this as Russia. I was letting rebels take provinces to 'siphon off' the excess population :D so that I could convert the provinces. East Prussia declared independence because the city garrison had joined the rebels while a second group of rebels was seigeing the city. I held back to let that other group take the city for another winnowing, but when they captured the city I discovered I was now at peace with them :( . Of course, the BB wars had already been started. Worst of all, I now had a truce with Prussia, and had to wait 5 years to retake the province  .

This stinks esp. when your breaking down have rebel armies in your land instead of native one. They get beaten easy and knock of your men. Then the enemy picks them off and captures the weakened provences. Gov collapses and you lose loads of load. Bah!
