In political Aristotelian philosophy we have classification governments of "who governs" and "how governs". Every political system has a form of good and perverted.

How can we use it in the game?

All gov. have two form - good and perverted. If actually badly is rotten in the state, The government is changing its modifiers on bad.

Eg.

If feudal monarchy have good form
* +25% feudal tax
* +10/10/15% MP
* 0/0/-0,5 autonomy per month

If feudal monarchy have perverted form
* +75% feudal tax
* -10/10/15 army limit
* +25/25/20% cost expenses of the generals
* +1/1,5/2 global unrest
* minimum autonomy 25%

While I think the concept's interesting, I doubt it would be able to be effectively implemented, and that Legitimacy/Tradition/Devotion can be abstracted as that.

You know - King may have perfectly legitimate claim to the throne, but kingdom can be perverted.

Maybe you could just add some "abuse your power" options to model that?
You could, e.g. raise more taxes (giving you money), enforce harsh military drill (increasing discipline), suppress minorities (lowering unrest), etc. which would then cost you legitimacy/republican tradition/devotion or give you some negative modifiers. Each government could then also be more or less effective at doing such things, so absolute monarchies, republican dictatorships and revolutionary empires/republics could do whatever they want, whilst constitutional republics/monarchies would be very limited.

Maybe you could also allow corruption, exchanging money for points (which is completely useless, but gives you some use for the money), similar to tropico's Swiss bank account.
