In the year 1389, Bonifacius IX rose to the papacy. After nearly a decade of mediocre rule, the Papal States were reduced to two disconnected providences. Loyal Catholic supporters demanded a change without a change in government type. After a two year council meeting, it was decided that a Board of Advisors would be assembled to assist the pope in political matters. The Board would have three members and would be chaired by a fourth member, the Lead Advisor. The lead advisor would be responsible for communicating policy suggestions directly to the pope. The following is an advisory journal kept by the Lead Advisor.

Lead Advisor Assumes Office
October 14, 1399
One day before the celebration of the pope's ten year coronation, I assumed office as the first lead advisor to the pope. On our first day, we accomplished many new policy changes.
1) We chose to join the Holy Roman Empire, led by Bohemia.
2) We changed policy towards plutocracy to appease merchants and increase trade
3) In order to be more involved in regional affairs, we warned Milan, Tuscany, Naples, and Sicily
The pope expressed his desire for our state to become the unifying force of Italy. He would like to expand both our geographical range and our economy. We will see if this can be his legacy.

Just ten days into our term, war has broken out. Milan has violated our warnings and we are at war with them. They own two providences to the north of Rome that we will be targeting.
November 30, 1399
Before we could assemble our arms to war against Milan, Naples violated her warning and we are now at war with them. We have moved quickly to take out a loan and call to arms. We will not invade Naples until Milan has been conquered.

Without firing a shot, a white peace was reached today with Naples. In an open letter to the Napoli leadership, the Pope expressed his openness to moving towards peace and prosperity with religion in mind. We must view the Napoli government with skepticism as they are currently the largest country on the peninsula.
February 1, 1404
It has been a long four years of wars. Milan annexed Sardinia shortly before we seized control of her two providences. We then seized Sardinia, however, the Milan government has been unwilling to make concessions. We were also involved in a short, 6 month war with Tuscany, which has ended in her annexation. The Papacy is now comprised of three providences.

With the Pope ill, Cardinal Colon, the controlling member of the "Holy See" for Castile visited this week. How he insults us. If the Pope's health were to fail and Colon or a member of his party to become Pope, the Papacy will be vulnerable with cowardice and 'open to the ideas' of the liberal north. We must pray for the health of our Pope because it is directly tied to the health of our state.

Despite a war with Bohemia (for attacking Tuscany) and several skirmishes fought with the HRE leadership, we intend to stay in the HRE. While the ideas of the leadership are liberal and weak, we must be the opposing minority that educates the masses on what true Catholicism is.
January 29, 1406
Tuscan nationalists have threatened revolution. The Office of the Pope has taken serious measures to prevent this while the country is at war. The Pope has designated a 10% tax cut to the providence in exchange for good faith.

After winning six of seven battles, Bohemia signed a white peace with us today.
June 15, 1406
The only country remaining at war with us is Aquila. Since we are avoiding each other, a white peace will likely result. However, we are taking the time and advantage of war taxes to do a full scale militarization. Over the next 3 years, we would like to increase our army to 12,000.
August 15, 1407- MORE WAR
War has broken out with Naples once again and Ferrera over our warnings. We will move quickly to the north for the opportunity to take the Ferreran countryside. We will then focus our efforts on defense from Naples.
September 25, 1407
An armed revolt of 12,000 is underway in Tuscany. At this time, we cannot dedicate the needed resources to it. We hope that the city will hold long enough for us to turn from the north.
March 7, 1408- REGIONAL WAR
War has now been extended against us to Genoa, Sicily, and Urbino. With the northern front in Ferrera going well, a second detachment will siege Urbino. We will ignore Genoa and Sicily for the time being.

We have signed a peace with Ferrera in exchange for Modena. Sadly, Tuscany has fallen to the rebels, but no new country has been formed. Naples took the city from the rebels before moving to Romanga. The rebels are now fighting Milan's forces to the west. We will retake Tuscany, take Urbino, and then focus on the sieges against us in Roma (by Urbino) and Romanga.

Rudolf III has been named HRE from Saxony. Once again, the HRE in its liberal ideology has elected a northerner. We must unite the papacy in the south if we are to have a voice to true Catholicism!!
October 25, 1409
After ten years in this office, I have only enjoyed ten years of peace. After taking each other's territories, Urbino and us signed a peace. That leaves only Naples left for war. We have moved 9,500 strong into Naples to begin attacking. The siege on Romanga continues and we are raising mercenaries to counter their attack.
May 19, 1410
Mercenaries for all across Europe have begun to arrive in Rome. Soon, we will have a force powerful enough to counter the advances of Naples. Meanwhile, we have seized control of one Napoli territory.

Apparently, we were not a senior partner in war and white peace was signed with Naples today. This is fine, because I am weary of war and ready to move towards policies of economic and military development. We are planning a peacetime raising of troops, along with continued merchant expansion beyond our reaches of Genoa, Venice, Castille, and Portgual. After more than a decade of war, how long will a peacetime Papacy last?

Due to violation of our warnings, we declared war upon Ottoman Empire, Golden Horde, Kazakh, Qara Koyunlu, Bosnia, and Serbia. We plan on taking this opportunity to raise war taxes, and increase our standing army to at least 15,000. We do not plan on taking any offensive measures during this war.
February 3, 1411- war with Milan
Another declaration of war upon our neighbors has brought us into a war with Milan. We plan on working on a coalition with Urbino, Naples, and Sicily to halt this northern aggression.
March 1, 1411
War against the Byzantine empire was declared today and we were named the lead negotiators (as we are with our other two wars). We do not plan any offensive action with this war.

War continues in the peninsula. Milan is also at war with two other countries. We have taken advantage of this distraction by seizing both of Milan's detached providences in the peninsula and Sardinia. The coalition is planning on invading southern Milan next.
August 10, 1413
Milan agreed to peace today on the following terms; Pisa goes to the papacy, and the other peninsular providence goes to Urbino. We have succeeded in taking all peninsular lands from Milan and promoting ourselves as a further strength in the region.

Today we signed peace with Byzantine in exchange for 125 ducats. We never put a ducat of effort into that war and look at the payout we got! Looks like we were in the right place at the right time.

Today, we entered a war with Naples over their declaration of one of our neighbors to war. We have divided our 14,000 to invade three of Naples providences on the peninsula. We have high confidence in this strategy.

They are the current holders of the Holy See by a clear majority and are calling themselves next in line for the papacy. They delivered to us an open letter condemning our government to all members of the Holy Roman Empire.

"The radicalization of the southern empire by the Papal States threatens the stability of Europe by spreading radical ideas and stifling the progress of change in religion."

The definition of a republic is not having a monarch. The papacy is technically not a hereditary line of succession. I am still waiting for the first pope in my game to die to see the election process.
