Make no mistake about it, Victoria is a great game even without the Revolutions expansion. But with the expansion, you get more options and the possibility of economic expansion without using government resources due to the capitalists chiming in with their ready cash to expand their fortunes. Of course, you benefit from the industrial expansion of you capitalists through increased taxes. Hmm. Maybe somebody could arrange to have a copy sent to President Obama.
You also get the option to split POPs manually whenever they exceed 40k in size.
You can export the 1914 scenario end game and continue the game in HOI2 Doomsday if you like.
Colonization was changed in Revolutions as well.
You can have a great read about it on the
VickyWiki. I loved the original Victoria, but I have also never regretted getting Revolutions.
I will warn you, however, that if you happen to be a particular breed of micromanager, you may not appreciate the changes made in Revolutions. There are a small number of "revolutionists" who do not like the expansion and only play the older versions of Victoria. At least that is what they claim.
