When there can be only 1 good in any province and the number of provinces is limited that means that there is *some* limit to the number of goods in the game at the same time ^^

It's also limited by RAM and/or disk space, but you'd have to try pretty hard.
 
But shields, goods and other graphics must be all at 8 bit or can be 16 bit?
