Good Mod For Megacampaign?

I'd like to do a V2 -> DH or HOI3 game.

What would be a good mod to do it? Most importantly it can't add provinces and shouldn't add new nations. I'd like a mod for improved realism and more features.

Ethnic cleansing is prohibited on these forums (unless you count ethnic cleansing as simply expelling people from your country).
