There needs to be a random event that fires every couple of years or so (on average) called 'Encourage Cottage Industries'. It gives you the choice of paying $1000 for a small amount of clothing, paper, and furniture, $5000 for a larger amount and an increase to the cash for laborers and farmers in a certain state, or not paying at all.

This would give countries that have everything they need to industrialize except for a few basic commodities the option to get them, though not on demand and at high cost.

I increased the work hour efficiency by adding a command in tech 5001, the first tech (industry_tech.txt file)

Think this will work somewhat better as it will benefit all the nations that have tech 5001 (water-wheel power) or will invent it, and not only the human player.

grouchy does this problem happen for your ecuador event? If so my mod needs some tweking I think I will go change that to the waterwheel tech now :)
