You should be able to get a forum registration code for here from GoG. Redeem that in Register a Game above. Then the game should appear in the Paradox client.

You cannot, I am sorry, as you have bought a non-Steam version of the game. Steam received none of your money from the purchase so have no reason to give you access to the game on their servers.
