Clausewitzian pays off later on, when morale gets less important, because the battle is won or lost from casualties rather than morale loss. But if you lose half your army and reinforce them, you will lose all your morale, and that means instant defeat. For a Clausewitzian, it takes a mere days to replenish lost Morale, but for a Jominian, it can take much more. And you can't change doctrines half-way through!

XV. POLITICS AND PAPACY 1883-1889

The Pope had, in the 1870s, largely slipped out of the Italian political arena. Italy was basically a democratic state with the Pope as little more than a rubber-stamp figurehead, and the vast majority of pundits and analysts confidently claimed that were any Pope to attempt to change this, then Italy would turn against the idea of theocracy and depose him. However, in 1883 the most left-wing government Italy had ever had had managed to make its way into power with a massive mandate, causing Pope Leo to become more wary of Consul Cairoli’s actions. Despite being run by an ex-Garibaldist, Italy was still very much a clerical Papal state, and conservative and Church leaders persuaded the Pope to begin moves to lay the groundwork for a new, loyal conservative force to keep it this way in the future.

1884 saw the Italians occupy the land of Eritrea in East Africa, securing a new territory for Catholic proselytisation and a precious metal resource as Italy dabbled in the Scramble for Africa. However, the emphasis in this period was very much on the interior, as Italy returned to stable prosperity, coal mining recovered in the Savoy, and the Papal States became the largest sulphur producer in the world.

The Pope, however, was becoming increasingly worried about the fractious nature of Italian politics, and wanted to encourage a two-party system to stop the rise of radicalism in Italy. Therefore, in 1887 he issued an edict as he called the election demanding that parties transform themselves into larger blocs as soon as possible. The DC and SC united immediately to form the Sinistra Liberal-Constituzionale (SLC), and were surprisingly joined by the ailing radicals (who seemingly hoped to infiltrate the larger party). The two conservative parties founded the Partito Popolare Italiano (PPI) together with the ultramontanists, and the PRS remained separate.

This change was complete well in time for Cairoli’s second electoral victory in 1888, albeit with a much-reduced majority as the conservatives moderated and got their act together under the PPI and its new leader, energetic 42-year-old aristocrat Ladislao Odescalchi.

During this period, overpopulation in the southern tip of Italy caused a wave of migrations to Italian America, as after years of extensive industrial research, Papal Italy was back again to prosperity and confidence, with Cairoli ready to focus once more on the army.

XVI. DOWN WITH THIS SORT OF THING 1889-1894

1889 was the year when Italy finally fulfilled its colonial ambitions. Treaties with Ras Menelik of Abyssinia, the local chiefs of Majerteyn, and the Sultanate of Zanzibar saw Italy take indirect control of Abyssinia and Somalia in addition to the directly-ruled Eritrea and Mogadishu. As for America, the Italians sought to conclude the return to control of the followers of Gabriel Garcia Moreno after over a decade. War was quietly declared on the Ecuadorean liberal government, and 60,000 troops attacked the country from Italy’s coastal foothold gained in the 1870s. After the fall of Quito in the summer of 1889, the liberals made the offer of further concessions to try and retain some control of their nation, but Cairoli refused and continued.

Only on Christmas Day of 1889, as the Italians began to push through the Amazon (albeit reduced from 6 to 2 divisions), did Ecuador finally submit to Papal domination. The Italian base in the region was ceded to the new government, which had the Pope as head of the Ecuadorean state, and a Prime Minister in the shape of Gabriel Garcia del Alcazar, son of the great leader.

Both nations shared all their research with each other, leading to massive developments in the Italian economy and a budget surplus of about £200 per day. This was generally required for what was extreme population growth across Italy- while 2,000 Italians a month left for other nations such as the USA, 50,000 more joined the populace that now exceeded 42 million.

Meanwhile, the Pope published a document known as ‘Rerum Novarum’, which stipulated that the Catholic Church now supported the working classes in their fight against poverty. Much to His Holiness’ chagrin, Cairoli completely ignored all this and continued his liberal policies. However, the Pope’s policies were greeted with open arms by the PPI, who began to gain in the polls and lobby with the Pope and Upper House for the removal of Cairoli from power.

And, after a long campaign through 1892, January 1893 saw a change in Italian politics. Cairoli lost his majority in the Parliament, as the socialist PSR stormed forward in the polls, taking 25% of the vote. The PPI lost a portion of its voter base despite the rise of “Christian Democracy”, but gained a few seats to give themselves and the socialists a small combined majority of 8. The Pope personally intervened at that point to install Odescalchi as Consul with the backing of the PSR- he had completed his task of returning as a force in politics and of bringing Rerum Novarum into official Italian government policy. It was notable how the popularity of the Pope in comparison to the SLC saw a reduction in chance of rebellion in many areas of Italy.

The first moves were, obviously, social reform. This was met by a reduction in tariffs in order to keep the capitalists- whose income had been hit by a crash in 1892- happy, as the government’s surplus dropped from £200 to £40. To follow this came the commission of 9 new army divisions, primarily to replace those lost in Ecuador and secondly to keep Italy up in the European arms race that was coming to define the close of the 19th century.

My God, Volksmarschall, you were right! There you go- me trying to turn Italy into a functioning democracy and finding that the liberals still win anyway.

@Enewald: I honestly don't know. My army's still got nowhere near the morale of the Ottomans or the French (who are now the premier military power on Earth), and the Ottoman collapse event chain is probably broken thanks to San Stefano and Berlin never happening. I'll see if I can get Albania and Corsica in the future, but it's not all that likely.

XVII. “MISSIONARY WORK” 1894-1897

The army expanded as planned, but worries continued about the quality of the Italian army compared to other European powers, and the reputation Italian troops had for ill-discipline and low morale across the world. Italy thus sought to get closer to a nation renowned for military technology and one with whom Italy had no territorial qualms- once again it was Protestant Germany to whom the Pope would have to turn. An alliance was made between the two states, with the exception of wars involving the UK, who had by far too much naval power for Italy’s long coastline to deal with.

However, Italy had no part to play in Germany’s invasion of the Congo Free State, one that created a serious diplomatic incident between Germany and the neutral Belgian state. Instead, Italy moved in August to seize on an opportunity for further colonial expansion caused by the Sino-Japanese War. The Italians invaded Korea, correctly judging that the Chinese and Japanese would forsake the peninsula due to the hostilities between themselves- even though it was power in that area that the two states were meant to be fighting over.

The Italian fleet arrived in Korea in December, and found very little opposition. By April the capital, Seoul, had fallen to Italian forces and was renamed ‘Gioberti’. The important cities of Pyongyang (now ‘Pius’) and Busan (now ‘Leo’) were also taken.

The war continued through 1895 as Italy rounded up the remaining provinces and gained itself a large and populous Asian colony. Buoyed by a rise in popularity, Odescalchi persuaded the Pope to let the army do more “missionary work” across the world, starting with the rebellious protectorate of Abyssinia. Narrowly avoiding an embarassing defeat at Gondar, the Italians formally annexed the Empire in November 1896, demanding that the Ethiopian Orthodox Church become a sui iuris Catholic Church in communion with Pope Leo. Attention then turned to West Africa, where as Italians faced off a massive revolt in Korea, the government purchased at a rather extortionate price the Moroccan territories of the Western Sahara, and the Spanish colony in Benito. After a swift defeat of the Trarza, Italy expanded its jurisdiction over all of Mauritania just in time for the all-important election of October 1897- Italy’s population had risen from 41 to 73 million in the last five years, and now only 54% of the populace was ethnically Italian.

It was at this time that Odescalchi drew up secret plans for further conquests in the event of his likely victory in the forthcoming election. Wars with France and the Ottoman Empire were planned, and Italy intended to further expand in the Balkans, take Corsica, Tunis and Libya, and to crusade once more for the liberation of Jerusalem from the Caliphate. Once again, Italy would have to modernise its army and navy to achieve its ambitious goals- as the 19th century draws to a close, having God on your side alone becomes less and less enough for victory.
