Chapter 2-The double-headed eagle ariseing
As the new year of 1937 began in Russia a lot had changed, the country had many reforms of all kind and many Russian's could not belive the change that had occurd in just one year. But Dmitri was not done with reforms just yet, while he had reformed naval doctrine and officer training, one of the navys most glaring problems was the ships them selves were very old and in dire need or a refit. So thats just what Dmitri announced that the navy was going to under go a grand reorganization,the ships were to be refited and modernized. The navy was not the only thing that got a major reform, Dmitri finnaly adressed the long standing issue with the army and met with the STAVKA to discuss what reforms were needed. 4 officers presented there ideas to the President, the first was General Anton Denkin who was one of most popular and respected officers in the army, he proposed what had been Russia's doctrine for hundreds of years to overwhelm the enemy with numbers except instead of just masses of infantry as in the past masses of tanks were to be used also. The second proposal was from Field Marshal Pytor Wrangel who proposed a highly centralized command system controlling a modern military. The third proposal came from an rather obscure young officer, Major General Anderi Vlasov who was a devout follower of Field Marshal Wrangel, he proposed that the high command should let officers follow there own initiative. The final proposal came from Lieutenant General Sergey Markov who proposed a radical new form of warfare using tanks to spearhead enemy postions. In the end Dmitri choose what appealed to most of the officers and decided to have General Denkin reform the military and to put in place the new doctrine.
While these reforms were welcomed there were other things happening that caught the governments attention that were not welcomed. This was the formation of the "New Bolshevik Block" a group of radicals of all diffrent groups who wanted to keep Lenin's dream alive and to cause new trouble for Russia.
Finnaly Dmitri had to make his most important decision what was Russia's future, he had four choices. The first was to maintain the aristocratic republic he had created. The second was to invite Kyrill Romanov, the legitimate heir to the imperial throne to restore the Autocracy. The third choice was to create a new constitutional monarchy with Kyrill as the Tsar. The fourth was proposed by the most extreme reactionaries to have Dmitri crowned Tsar and to create an ultra reactionary state for the noblity. Dmitri did not want Russia to undergo another revolution and he knew the Autocracy was part of the reason it happened in the first place but Dmitri also knew the Tsar had made Russia great. It made sense for him Russia was to be a constitutional monarchy.
It was a great day for Russia at the St. Petersburg airfield an Li-2 Transport plane landed with the new Tsar of Russia Kyrill Vladmirovich Romanov and his son the new Tsarevich Vladimir Kyrillovich Romanov. Kyrill was escorted by an honor guard led by Generals Denkin and Kornilov to Moscow where he was to be crowned at the Cathedral of the Dormition. When he arrived Moscow was full of cheers and and celebration as the people welcomed the return of the Tsar after years of instablity as a republic. In the ceremony Dmitri handed the imperial crown to the Patriarch and he placed it on the head of the new Tsar to symbolize the transfer of power from the President to the Tsar.

Now that the celebrations had past now came the difficult part drawing up the new constitution for the empire. It was decided that the Tsar was not to be an absolute autocrat but he was also not going to be a powerless head of a crowned republic the new Tsar was to share his power with the Duma in system where the Tsar was to get half the power and the Duma. As before the Duma was to be elected every five years with the next elections to be in April. The Senate was to be replaced by the State Council an advisery body to the Tsar that were appointed by the Tsar and Duma.
The first party was the Kadet/Liberal Coalition led by former Prime Minister Pavel Milyukov and Mikhail Tereshchenko, it was party made up of moderates who wanted Russia to adopt a more captialistic economy but they also supported the use of military force to restore the empire, they also supported the current system of government in were power was to shared half and half with the Tsar.
The next party was the Social Revolutionary party which had at one time been a very radical party but had reformed it self in a type of social democratic party similar SPD of Germany. The party was led by Viktor Chernov and Lev Kamenev, it favoured that more power be given to the Duma and for the government to introduce new labour laws and workers rights and for the government to nationalize virtually all industry in the empire it was against using the army to reconquer the empire.
The final party was a mix of many parties and factions into one it was, The Imperial Conservative party of the Russian Empire, often shortened to the Conservative party. It was led by former President, Grand Duke Dmitri Romanov, Vladimir Purishkevich, and Prince Felix Yuspov who became known as the "Gang of Three". The party had no really economic policy and favoured the current mixed economy, It also supported the half and half system of power with the Tsar but was also wanted to use all of Russia's might to reconquer the entire empire.
And so after much campaining, speeches, and promises the election day came all 450 seats of the Duma were up for grabs who would win?

Yellow-Minor/National parties and independents
The Conservatives won in a landslide victory taking more then 60% of the vote this was mainly due to the popularity of Dmitri and his policy's as President however Dmitri did'nt want the post of Prime Minister and instead was picked to be on the State Council, Purishkevich was considred to reactionary to be the Prime Minister instead he was choosen to be Deputy Prime Minister. So it was Prince Yuspov who was to be Prime Minister. The new Speaker of the Duma was Prince Nikolai S. Trubetzkoy behind the PM, the Speaker was one of the most powerful postions in the government and those who held it would usually become Prime Minster in there own right.
