As the summer of 1936 draged on Dmitri had several other reforms in mind that he wanted to implement, one of the most important reforms was the status of the Orthodox Church, it's Patriarch Mikhail Pol'skii wanted new legislation passed that would basicly make the Orthodox Church the state church of Russia. This had the support of the right-wing and even some moderates who thought the Church would more unite the nation and with Russia being a very religious nation it made sense to support this. So after a fairly short debate in the Duma the legislation to make the Orthodox Church, Russia's state church was passed and signed into to law by President Romanov,this was welcomed by the people most of them being deeply religious peasants.
Despite his move to appease the peasants, many of them were upset with the government and mass peasant unrest was starting to appear in the Volga area around Tsaritsyn. Rather then shoot the peasants as had been done in the Tsarist era Dmitri agreed to there demands and they went home happy, knowing that at last they had government that cared about them. The previous day Dmitri, his government, and the Duma had a meeting to discuss where should Russia's capital be, it had been in St. Petersburg for more then 200 years and most wanted it to stay there but some thought Moscow was the better choice because it was in a safer postion (St. Petersburg being right on the border with Finland) and had a more central location. In the end the Duma voted for the captial to remain where it was in St. Petersburg.
Another Reform of lesser importance was that of the Russian Navy, the fleet being old, and having backwards doctrine and officer training, needed reform badly so Dmitri called all of the top naval officers to the Winter Palace to discuss reform. It was decided that despite the rise of aircraft carriers, most Russian officers saw battleships as the king of the sea and with the nearby German Empire having a very large if old battleship fleet Russia needed to do the same. Thus Dmitri selected Vice-Admiral Robert von Wirén to implement the new reforms and to turn Russian fleet into a true bluewater navy.
In November of 1936, Dmitri presented two of his most major reforms to the Duma these where designed to help Russia bounce back from the Berlin Crisis and to ensure properity for the future. The first was the so called "Five Year Plan" it was designed over the course of 5 years a mix of state and private development of Russia's industry and infastructure it passed the Duma barely and was met by disaproval from the peasantry. The next reform was a on the economic system of Russia, weither it would be full blown laissez-faire capitalism or a socialistic type of full state control of the economy. It was an extremly long debate in the Duma, Prime Minister Milyukov supported laissez-faire as that was the major platform of his party "the Kadets". Dmitri decided the best course was for the economy to be like his "Five Year Plan" a mix of the two systems. He introduced his policy in which only major industry's such as the defense industry, and natural resource industry's would be nationalized while everything else was to be private, it passed the Duma by a fairly large margin and was welcomed by the majority of the population.
And so President Romanov breathed a sigh of relief his government had made it a full year and had survived one of the darkest years in Russian history, when he first came to power many thought 1936 was going to be 1917 all over again but Dmitri proved them wrong, and while the future still did not look bright it looked better then it had a year before. And so as 1937 begins many questioned what was the future of Russia, would it rise again and show the world that the Bear is not dead but ready to regain it's place in the sun.
