"Go home at war" fleets should NOT go home if the nations you are at war with have 0 ships (for example in land nations). Then you don't loose income for no reason, as there are no threats to it, and reduces the need to NOT go home (then you may forget to put it back on, and it gets wrecked in a war later on).
