Although you are the host you are breaking the rules a bit too much (OK Hatuke has build a level 6 fort but he didn't know that the max lvl is 5, not to mention that you immediately said that you would edit it. Which you didn't do for your airports).
How could I edit my airports, they would have been lvl6 by now? And I agreed not to touch Hatuke's forts. The rules are for a fair game, but I wouldn't start to call someone a total exploiter if he accidentally build 6 forts over the 5 limit. Same with the airbases, it was an accident that didn't really have any effect with the game.
I already had such games with the host being a total prick (Which you are not) and made up a series of rules that all were in his advantage (Like I as USSR was forbidden to annex the Baltic's, or even the USA had to go at war with me while I alone was at war with Italy and Germany). You should do something to show some recognition for the rule braking. Cause if not, I may soon not fell like waiting till 1944, to Dow someone. I don't have anything against exploiting, but breaking your own rules is twice as wrong if somone else would do it (As a host your behavior concerning the matter could be more honorable).
If you have any fair modifying you want in the rules, then just say and I'll add them. Actually that -44 dowing rule for minors that I added helps you. Without it you couldn't ever dow any other country besides Germany. And once again they are not my rules. I try to follow them, but eventually there was this minor break after 13 sessions, so accidents happen.
And about India, well you can even let them alone if you want, but its against the rules if you Dow me then, since you didn't achieve the tactical objectives demanded to perform the Dow (Since we would be probably in a war right after you join the axis, it would be against the rules to attack me).
Where in the rules does it say that China has tactical objectives with dowing USSR? And

I think the Allies can get the South American countries in their alliance. The rules say that South America can be added after US joins, but if they are dowed... But I say that give Beladriel a year to advance in South America. He is alone out there against you, so let's at least have a nice battle and not just some landing of Buenos Aires.

I agree that Germany is a little weaker than the SU. To balance things up, maybe we add some IC to Germany ? (I can live happily without it I'm just offering stuff for Delex)

Well Korea is worth maybe 20 IC, but the other non-core/puppet land is pretty useless to Japan. All his troops in China would be free then, so I guess he would benefit it more than the current situation.
Actually Hatuke offered Manchuria at one point, but I wanted Korea too. After his offensives and the stalemate I asked for Manchuria and Taiwan, but the answer was no. So the fight goes on...
