Get rid of Standing Army law or re-balance it. With -90% Levy or -60% levy Byzantium or its exile governments cannot sustain against invasions without using cash cheat.
Also it makes Kingdom of Epirus almost unplayable too.
It is not fun to have large retinue at the start of game, with help of cheat. Nor not having cheap levies due to having large retinue cap is fun for early game.

By the time you've conquered Nicaea and have the ERE title again? You should have a decent levy, and be able to afford retinues.
If not? Just lower the maintenance on Retinues.
