Isn't it unrealistic that Victoria doesn't accurately model global warming? Think about it, if you have heaps of countries with a 30,000 industrial rating, and lots of level 10 steel factories etc. Shouldn't the game factor in the climate changing?
I propose that, on top of the currently existing political and social reforms, governments should have the ability to include a carbon tax or an emission trading scheme to fight global warming.
The life rating of provinces around the equator should decrease once a certain global industrial threshold is reached and places near the poles should have their life rating go up as higher temperatures open up more land for farming and settlement.
