as we know from @Wiz, and as seemingly appeared in the teaser of February 7th, global food is on the agenda.
From what we understand food will basically be collected at an empire level like minerals and EC, so that you can no longer have starvation on some planets while others produce food in excess.
The main obvious consequence of this new system would be the creation of "farm worlds" dedicated to producing food for many systems if not the entire planets. This opens obvious avenues for planet-specific edicts / buildings geared specially towards food so as to increase production.
My suggestion would go one step further to add some strategic value to making the choice of "food production spread throughout worlds" vs. "a few big farm worlds". If "big farm worlds" are more efficient and produce more overall, this could be balanced by materializing food flows between this world and the others (perhaps with a new dedicated "food convoy" ship). This convoy could then be attacked and -logically- cause famine elsewhere should the lines be disrupted and stocks emptied.
Overall : at peace, you gain a more efficient food production, but it is more vulnerable at war, making food fun again.
