I've never really been a fan of the Laws system since they changed it. But something that really bothers me is that changing a law, giving power back to the Council, triggers a years long cooldown timer that is 2yr or 5yrs or 10yrs. Can't remember which. I can understand from a balance perspective why changing a law, taking power from the Council, could trigger a cooldown timer. But I don't think it makes sense to punish the player for giving power back to the Council.
And the same goes for when you change the law that benefits your vassals.
