Giving ideas or Technology to newly created nations

While I enjoy the game so far, it bugs me a bit to see sometimes Brabant, Finland or Flanders rising from the grave in the late 1700s with a 8 8 8 technology or less.
Same goes for newly created colonial nations, that don't have any ideas to begin with...which is quite problematic for them in the 1700 too (yep, you can create colonial nations in 1700, late colonial nations do exist, like Netherlands IRL, who started colonizing by stealing Portuguese colonies). While the older colonial nations already have more than 30 ideas, they have none... pretty hard for them

So, wondering if Paradox can do something about it? I'm happy to see those new nations, but they start with such an handicap it's like the game want them to die right away.

Maybe adding an event for newly created nations (or that appear again) that give a huge technology and/or idea cost advantage up until they reach 80-90% of the most advanced nation in their technological group?
