With the upcoming addition of ascension perks basically giving our empires special abilities, I feel that the variable of randomness in this game has grown much bigger. I love the idea that your neighbor could suddenly start building a ringworld, something with shocking implications to you and all your rowdy mates. It's a real game changer.
But my concern is, and has been since I first got this game honestly, that we won't be able to really tell our nations how we would like them to act. When we leave our custom nations in the hands of the AI, the ethics and government types are really only loose senses of direction. While I get that reducing the level of randomness in a game reduces the chance for an exciting unique scenario to arise, if we want to really get into the roleplay of our custom AI nations having certain goals then we should be able to give them a stronger sense of direction.
Just to clarify, what I mean is that if I have a military dictatorship where my main goal in the game is to unify the galaxy through warfare while simultaneously ensuring the happiness (and unity) of its conquered citizens, I should be able to somehow tell the game "I want this nation to focus on unifying the galaxy and making the citizens happy. That's where its attention should go." Some sort of system making that possible would be nice.
