I am thinking about the following idea: when you create a CN or a CS, you can "give" one of your current national ideas to it as one of its traditions.

Of course there are many opportunities to imbalance things or create weird tactics... But I still think it sounds fun. It allows client states and colonial states created by different countries to differ a bit, but still keep their own flavor.
For example,
- France creates French Canada. It gives its Elan! to French Canada, replacing the +10% Trade efficiency tradition. The end result is a Canada that sucks a bit at trading but excels at combat.
- Ottomans creates a client state. It gives its -33% core-creation cost tradition to it, replacing the +10% morale one. That client state gets -43% core-creation cost as its tradition, as it inherits the best part of Ottoman administration.
