It is quite frustrating to see that suddenly the army of a nation is in your land (which you thought was impossible due to bad relations with your war targets) because your stupid "loyal" vassal asked for mil access. Similarly let the AI check if it should actually ask for mil access when doing so instead of giving its far superior enemy access that otherwise would have been impossible. At least for the vassal case one solution would be pop ups that ask you wheter you want to allow a vassal to ask or give mil access so there is not just the option to forbid everything or nothing.
Edit (example): a player cuts ottoblob in multiple parts so an opm could in theory win a war against ottoblob by besieging the province(s) it has access to if ottoblob does have no troops there and also cant recruit them fast enough despite fighting a war with 4 units against 400.
