As it stands now, in the most cases Russia is either formed by Nowgorod or pretty much nonexistent. In every case, they don't manage to colonize Siberia way too often.
Buffing Muscovy is one way, but I like the opportunity that Nowgorod can form Russia as well. What bothers me then is that they might not colonize Siberia at all then due to the lack of a colonist.

I would like to see a newly added decision or event for Russia to get a colonist. In this case, Nowgorod will at least have one, and if Russia is formed by Muscovy and you think 2 colonists are too much for them, change their NI to faster colony growth or something else.
Another option would be to make the new colonist temporary for one or two hundred years or implement other triggers that make the colonist disappear (if thats possible at all), or add more events of automatic colony popups in Siberia (this is tied to having at least one colonist at the moment, is it?) to prevent Russia from colonizing Spice Islands and further if they reach the Pacific too fast.

Either way, I would be happy if something could be done about this.

I would like Muscovy to be buffed, they are way to weak now after common sense. France is also way too weak but that is for another post :p

(it's the event giving you either 50 settler in an existing colony or a new colony with 200 settlers)
Make it so, that it does not require a colonization idea. Instead just add a modifer to the mtth that decreases it, if the owner has a colonization idea and another that decreases it again if he is western, eastern or ottoman.
Maybe the trigger should include a monthly_income = 5 criteria. Else you couldn't afford the colony.

IDK. Muscovy seems to be doing fine with colonizing in my current game. They are already in the Spice Islands, even though their Russian ambitions are being thwarted by Swedish Scandinavia.
