Allow Great works to have levies and taxes, similar to the republican manors. This would let them serve many more uses other than being mainly a source of global buffs to attributes or opinion modifiers with governments/members of your religion. The current province wide troop+tax bonuses aren't terribly good simulations for this, since this makes any wonders that give these bonuses far better in provinces with many holdings rather than few. They still always belong to the top liege of the province holder and always provide their bonuses and levies to whoever that is. Levies raised from the wonder count as personal levies and appear in the province the wonder is in.
An extra addition that would be nice would be the additional option of giving some of them fort level, garrisons, and the ability to be sieged. This is based on a condition that determines what order they are sieged in, either before the capital holding, after the capital holding, or after all other holdings have been sieged. They can also be set as not something that is sieged at all, and is instead controlled after all regular holdings in the province have been occupied.
The fortress would be a holding that is always sieged first. The great temples would be sieged second. The Underground city is sieged last. They then serve the dual purpose of being both wonders and a sort of super holding.
Statues, gardens, tombs, palaces, and stone circles would not have fort level or garrisons and would never be sieged. Great walls could go either direction, but would probably fit best as not being sieged and instead providing defensive bonuses to all holdings in the province.
