The goal is to have a term which encompasses the full range of people who are part of the same interest group, hence the existence of an estate for that group. 'Ümera' does this, while 'beys' and 'pashas' are both terms which describe only one particular segment of that group.
LoL there is no link for this since Byzantium was annexed. The source I use for this is the title of governor of Constantinople (the last province). He was called Eparch of Constantinoples. Eparchy= province
According to modern greek history the nobility were called Gaioktimones, which is translated to "big landowners", but this sounds silly so since we talk about fiction here (Byzantium shouldn't survive) let's say that if Byzantium survived the new nobility would be the eparchs who would be like the Pashas during ottoman rule.

I think that if Byzantium survived there would have to be a reformation of the provincial administration so that strategoi are not associated with land and things of the past are avoided. This of course is my opinion and nothing more.
