I disagree with this. There should be an opportunity cost to courthouses and town halls.

I really agree with this sentiment, courthouses should have +1 building slot. Building courthouses is such a chore and anti-fun mechanic late game. Before Absolutism, I thought it was interesting to make the choice between buildings; often provinces you took over had an open building slot and the few provinces that had full slot was manageable. But then you begin conquer mid to late game and not so fun anymore.

An option should be to give it a +1 slot at Administrative Technology 17 or re-balance the building itself, perhaps -0.05/-0.10 Monthly autonomy or remove State maintenance from it.

Overall I really like Governing Capacity. Compared to the state/territory system used before, this feels more fair. But deleting buildings in the second half of the game... needs to be addressed somehow.

There already is - the MONEY you're spending on them could be spent on, say, barracks or workshops.
That would be true if money remained a relevant ressource throughout the game. Especially in runs that are constantly affected by governing capacity - world conquests and massive blobbing - money stops being a limiting factor incredibly quickly. Even in more restricted runs where you e.g. just follow the mission trees, by 1600 money will not be what prevents you from building workshops and courthouses.

Also, "it's tedious to build courthouses and to make room for them by deleting other buildings" isn't much of a compelling argument why they, specifically, should give another slot. It certainly is an argument for better QoL. I would be all for:

- a quicker, less tedious method to delete buildings, possibly as part of the meta-builder
- a more comfortable and informed way to build courthouses, town halls and state houses via meta-builder; you should be able to sort provinces by development and by the governing cost reduction that would be obtained from a courthouse, town hall and state house

But took them 2 years to get TC investments into the macrobuilder, having Courthouses give a buildingslot, maybe in competition with the University is
a quick and dirty fix to a massive design fuckup.

Ooh, perfect. "+1 bulding slot (does not stack with universities)". Honestly, I would even take "Cannot be built in a province with a university" and I would not complain. Anything to save me from all that hellish yellow.
