That would be true if money remained a relevant ressource throughout the game. Especially in runs that are constantly affected by governing capacity - world conquests and massive blobbing - money stops being a limiting factor incredibly quickly. Ooh, perfect. "+1 bulding slot (does not stack with universities)". Honestly, I would even take "Cannot be built in a province with a university" and I would not complain. Anything to save me from all that hellish yellow.You are correct that means which dont interfere with the games balance might be the better option.
But took them 2 years to get TC investments into the macrobuilder, having Courthouses give a buildingslot, maybe in competition with the University is
a quick and dirty fix to a massive design fuckup.
