So at the moment Reform the Hofgericht gives nothing to Republics and Theocracies. Would it be unreasonable for it to give Rep. Tradition and Devotion. Since the reform give half the legitimacy of The Tenures Abolition act and the same policy also give Rep. Tradition and Devotion to republics and theocracies I'd suggest that the reform should give +0.2 Rep. Tradition and +0.5 Devotion.
In my opinion those bonuses are not that big, but it would be nice for republics a d theocracies to receive something from the reform since they can't become the Emperor.
